What does the Ban marker mean next to the Green action on the Entity in the first phase of the dream? Does it mean the action cannot be taken? Does it mean you need to remove a ban marker to do it? Does it mean you need to be standing on a Ban marker?

It means the same as on Map Actions. This Action is single-use only. When performed, a Block token should be placed on this Action to signify it cannot be used again.
