Can/should we play masks (and search tokens) from wave 2 in wave 1? Or in other campaigns?

Masks - no, because this masks are assigned to corresponding campaigns (as a reward for some achievements).
Sign tokens - no, because these tokens are added to the game components at the start of new campaign.
