Does placing Progress Cards count as an action - as in, can I roll the Luck Die to add extra Influence if I don't pay the full amount immediately?

This is similar to another question answered by Awaken Realms: "Can you use the 'Help' wisdom card when placing progress cards. Their answer specified that placing progress cards doesn't count as an action, so likely would be the same here, however they did add the caveat that if players preferred to treat placing progress cards as an action, it wouldn't break the balance of the game.
