At some point after the tutorial, we were told to create a slumber map tile deck with 4 slumber map tiles, 2 starting and two other. Is this correct? So far we have not found a point where we add other slumber map tiles and playing with the same 4 tiles seems limiting.

It's correct. You'll find more things to add to the slumber map after some dreams. Your goal now should be to wander around the Dreamworld and collect at least 2 keys in order to start a dream.
