I wanted to ask if cards like the mud diving suit that let you perform an action in this dream is considered map action and have a 1 per turn limit on them? What are these actions called or classified as?
Or can I do this action multiple times if I can afford the cost?

Map actions are not limited per turn. It's per round. A turn consists of multiple rounds usually (page 8 of the rulebook).
